The JEC (Jubail Energy Company) is a Saudi partnership between the National Power Company and TAQA (Abu Dhabi National Energy Company ). It is a single purpose company formed to own and operate the Jubail Cogeneration Plant.

The National Power Company is a Saudi company formed by the Al-Zamil group and the El Seif group. The Al-Zamil group has been involved for more than 30 years in providing various services and products to the power sector in Saudi Arabia.  The El Seif group was responsible for the mechanical and civil works as well as serving as the main subcontractor on the Riyadh power plants, PP8 and PP9.  Four years ago, the Al-Zamil group recognized the opportunities for private investment available in the power and water sector.  A development agreement was put in place with CMS Generation to explore opportunities.  From this relationship came the Jubail Energy Company (JEC) and the Jubail Cogeneration Plant.
